Travel rules have changed since the coronavirus pandemic, with a number of rules now enforced by countries around the world in order to try and stop the spread of the virus. In the UK, one key rule which applies to all travellers is the requirement to fill out a passenger locator form.
The passenger locator form must be completed by anyone arriving in to the UK, regardless of their nationality or vaccination status.
According to Gov.uk: “You must complete a passenger locator form online before you arrive in the UK. You must complete the form even if you are only transiting through the UK.
“You can submit the form any time in the 48 hours before you arrive in the UK. It’s free to submit the form.
“You’ll need to show your form when you check in to travel or board your plane, train or ferry to the UK.”
However, the form has caused confusion for some passengers since its creation.
Here, Express.co.uk will take you through the process of completing your passenger locator form.
It is important to note that some of the wording of the form may change from October 4 when new travel restrictions come into force.
How to fill out the UK passenger locator form
The passenger locator form can be accessed on the Gov.uk website.
Log in or create a passenger locator form account
The first step of the process will require travellers to either log in to a previously created passenger locator form account or create a new one using a personal email address and password.
Fill in your phone number
The form will require passengers to fill in their mobile phone or home telephone number. There is also an optional box to add in a secondary number.
Contacting you by phone
As per the UK track and trace system, you may need to be contacted by phone by UK health bodies. Select the best option to be contacted by UK track and trace – either by phone, by text or both.

Fill in your name
Add in your first and second name as it is on your passport.
Your dates of travel
Fill in the date and the scheduled landing time that you plan to arrive in the UK.
Add in when you plan to leave the UK if you are doing so – this is an optional box.
Your sex and date of birth
Add in your sex and your date of birth and click save.
Your home address
Select whether or not your home address is in the UK.
Submit your postcode and the website will bring up a list of house number options. Select your correct address.
Your passport or travel document
You must be able to fill in details of the passport you are using when arriving at the UK border.
This includes your passport number, country of issue and the expiry date of your passport. All of this information can be found on the photo page of your travel document.
Your COVID-19 vaccination status
Select whether or not you meet the “vaccine eligibility criteria” set out by the UK Government. Passengers who select “yes” must be able to provide official evidence of their vaccination status during travel.
Passengers will need to provide a day two test booking number and address for where they are staying in the UK.
Your travel plans
Select whether you will be staying in the UK for a lengthy period, staying in the UK with further travel in the next 48 hours or transiting the UK.
Details of your arrival in the UK
Fill in where you will arrive in the UK – this will be the name of the airport. You must also fill in which country you are arriving from and which company you are travelling with.
Enter the flight number, train service or ship number you are arriving on – this should be provided on your booking confirmation or boarding pass.
You must also provide your seat number.
People you are travelling with
You must provide details of whether you are travelling with an additional passenger under the age of 18.
At this point, if travelling with a minor, you will be required to fill in their personal details.
Your visit
What happens when you enter the UK will depend on where you have spent your time in the previous 10 days.
You must complete all information about where you have been in the country (including any islands), enter the date you arrived at your destination and the date you have left. You do not need to enter an arrival date if this is the country you live in.
Any other countries or islands
You must select whether you have visited any other countries or islands in the 10 days before heading to the UK, other than the one you are flying from.
Self-isolation in the UK
Select whether or not you need to self-isolate when arriving in the UK.
The page will offer two options. The first reads: “I need to self-isolate when I arrive in the UK unless I was fully-vaccinated in the UK, or under a vaccine programme approved by the UK, or I have only been in a green list country or island.”
The second reads: “I am travelling for a specific exempt reason.”
Where you will stay in the UK
At this stage, passengers must fill in the details of the address they will be staying at when in the UK.
You must also enter in the date you will arrive at this address, and when you will potentially leave (this does not apply for people who are filling in their residential address).
Fill in any other accommodation you may stay at in the first 10 days of your time in the UK.
Testing after you arrive in the UK
You must book a COVID-19 test package before you arrive in the UK. The type of tests you take depends on your vaccination status and the destinations you have travelled to.
You must select whether or not you are required to book a test.
Fill in your test booking reference which will be provided by your testing supplier, as well as adding in the name of the testing company.
Check your answers
A preview of your passenger locator form will show. Here, you must ensure all answers entered are correct in the summary before submitting.
Complete a declaration and save your form
Finally, you must complete a declaration and will be issued with a passenger locator form certificate to download and print.
